Phil was a used car salesman at the dealership in Liberty Village. He hosted a training session for Sydney and Vaughn, posing as Dmitri and Ileona Tabakov, where they had to obtain a convertible by killing another couple at the facility, Ken and Linda Taylor, who were in the same training stages as the "Tabakovs". He asked them about how Vaughn proposed to Sydney, then equip them with a gun to kill the other couple. Vaughn and Sydney were successful.
He had a colleague named Lloyd who dealt with the Taylors.
